The core objective of the regulation is to promote the beneficial reuse of excess soil while ensuring that contaminated material does not migrate to sensitive sites or groundwater protection zones.

A central requirement of O. Reg 406/19 is the establishment of a formal project leader who holds the ultimate responsibility for the soil’s lifecycle.
